The sacrament of Confirmation can be conferred only by a bishop or a priest his bishop has authorized. The bishop must in apostolic succession from the Apostles. Apart from this unbroken succession, he is not a valid bishop, and he can't celebrate the sacrament of Confirmation validly. There are other Churches with valid bishops, for example, Eastern Orthodox, but if I understand correctly, an "Apostolic Church" would be of the Pentecostal kind, whose clergy do not have apostolic succession. Therefore, they can't celebrate the sacrament of Confirmation validly.
