If someone who is not Catholic or at least does not accept all the dogma's of the Catholic Church, are they damned, (go to hell), when they die?

The linked answer below is not exactly to the same question you have, but the answer is the same - on the possibility of non-Catholics being saved. Keep in mind, as well, that the situation of a the baptized non-Catholic is better than of the non-baptized, since they receive Christ at baptism and have the same obligation to persevere in grace until death that Catholics do. They seek to do so without the benefit of the Eucharist or the blessing of the Sacrament of Penance, or the truths taught by the Magisterium, so it will be very difficult, yet possible by reliance on Christ. If they are sincere, as Blessed Pope Pius IX says, then we can leave to the judgment of God their degree of ignorance of the truths of the faith and their culpability for not following them.
