Is it a sin to eat meat on Fridays outside of Lent?

No.

[Although the bishops did not specify "under pain of sin," it could still be sinful on general moral theology grounds, such as pride, disregard of the obligation of all human beings to do penance, or contempt for ecclesiastical authority. It would be mortal or venial depending on the nature of that sin.]
