Why did Jesus descend to hell first in the apostles creed?

Answer by Fr. John Echert on 11-20-2012:

Hell may refer to the abode of the souls of the dead who were destined for Heaven-- also known as the Bosom of Abraham and hell itself. In the former it would have been for the joy of the saints, for the latter it would be justice, that the damned would bow before Christ, even though they do not love Him.
